This volume contains the proceedings of the 89th seminar of the European Association of Agricultural Economists (EAAE), “Modelling agricultural policies: state of the art and new challenges” held in Parma, Italy, February 2–5, 2005.
The seminar was organised with the specific objective of discussing the direction of European agricultural policy and the development of methodological approaches to evaluate its effectiveness. This need is shared by many researchers and policy makers that regularly conduct evaluations on the effectiveness of policies and policy tools. This is because agricultural policy may be considered ”work in progress”, where the tools created by the policy makers are the result of a continuous process of adaptation that follows changes in the referred socio-economic framework, and also specific internal policy choices of different groups of countries. The book contains 10 chapters which discus the organization of the seminar on a wide range of themes: the enlargement of the EU, liberalization, the environmental impact and the multifunctional role of agriculture, European CAP reforms on COP crops and the dairy sector.
The volume “Proceedings of the 89th EAAE Seminar Modelling Agricultural Policies: State of the Art and New Challenges” has been presented in a public seminar on 28th November 2005, in Brussels, at the European Commission - DGAgri. The seminar aimed to provide the final results of the 89th EAAE Seminar discussing about the current methodologies used by researchers in the agricultural policy evaluation and debate on the specific needs of the policy makers. The contribution to this seminar aimed to discuss around four points:
